PLANS & PROGRAMMES OF ACT EAST POLICY AFFAIRS DEPARTMENT

Short Term

  1. Bring out a scheme - viz. Kumar Bhaskar Verna Scheme for Promotion of Act East Relations - for providing financial and liaison support to individuals, institutions and non-governmental organizations for conducting research and holding seminars, stakeholders meets, cultural exchange programmes, etc. etc.
  2. Set up Border Haats at the selected sites of Latu (Karimganj) and Satrasal (Dhubri) under Union Commerce Ministry
  3. Set up an Advisory Committee for the Department comprising eminent public and private personalities.

Intermediate Term

  1. Take up the restoration of railway connectivity with Bangladesh through Mahishashan with Union External Affairs and Railways Ministries.
  2. Take up starting of Bus Service (i) between Guwahati and Dhaka; and (ii) between Silchar and Sylhet.
  3. Take up upgrading of Land Customs Stations of Assam and serving Assam to Integrated Check Posts (ICPs), and coordinate handing over of land for that.
  4. Take up starting of Riverine Cargo Service between Pandu Port (Guwahati) and Kolkata via inland waterways of Bangladesh.
  5. After end of COVID 19 pandemic in the State, sending of a delegation led by Commissioner Transport and Director IWT to Bangladesh to study feasibility and ways & means to start ferry service between Guwahati and Chittagong Port.
  6. After normalcy returns to the State after complete eradication of COVID 19 pandemic ( i.e. tentatively in February - March 2022), exchange of High Level Business Delegations with Bangladesh.
  7. After aforementioned normalcy including effects of coup d'etah in Myanmar, holding of Stakeholders' Meets with Myanmar and Bhutan on the lines of Indo-Bangladesh Stakeholders' Meet held in October 2019.
  8. After aforementioned normalcy, holding of ASEAN-BBIN Mega Cultural Meet in association with ICCR to showcase similarities in Music, Dance forms, Food Items and Textiles.
  9. Setting up an Assam Institute of External Trade in association with IIFT and ADGFT Guwahati, which would evolve as a de-facto Directorate of the Department.
  10. Take up with Union Ministry of Civil Aviation to start direct flights between Guwahati and the selected cities of BBIN & ASEAN bloc countries under UDAN-international scheme.
  11. Engage a Knowledge Partner for the Department by floating an RFP tender.

Long Term

  1. Take up with Ministry of External Affairs to get more consulates of ASEAN-BBIN countries to be set up in Guwahati.
  2. Work with Industries and Commerce Department to put into action prescriptions of the ADB Study for metamorphing Assam into the Expressway of the nation to the ASEAN.
  3. Work with Urban Development Deptt. to construct planned cities in the border areas (e.g. Silchar, Dhubri, Bongaigaon, Digboi, Numaligarh) as Act East Cities.
