As per the call of our Hon’ble Prime Minister to build a new India, the following is the resolution of the Act East Policy Affairs Department of the Govt. of Assam as to where the Deptt. wants to see itself in 2022:

The Act East Policy Affairs Department would:

  • facilitate the implementation of the Central Govt.’s Action Plan on the Act East Policy, and thereby act a catalyst in the accomplishment of the cherished objectives;
  • devise ways and means to evolve the State in general, and the City of Guwahati in particular, as the Gateway of the rest of the country to the rapidly developing region of South East Asia;
  • leverage the State’s and the North Eastern Region’s physical proximity with South East Asia through comprehensive engagement - integrating economically & culturally the State and the North Eastern Region with South East Asia and East Asia through multi-modal and fast transportation system, seamless trade and commerce, and cultural and technical exchanges; and
  • thereby transform the State and the Region as the New Engine of growth of the country by exploiting the full potential of the region’s natural, human and cultural resources.

The Department would work with different relevant stakeholders to ensure the commissioning of the following projects:

  • the ASIAN Trilateral Highway project involving India, Myanmar and Thailand;
  • the Kaladan project which would provide North Eastern India access to Sittwe Port of Myanmar;
  • the Delhi-Hanoi Railway Link;
  • the dredging of Brahmaputra, Barak and Kushiyara rivers to ensure inland water connectivity to the ports of Bangladesh; and
  • the digital connectivity to the North East India from the Cox Bazar terminal of Bangladesh.         

The Department would also initiate and accomplish by working with the relevant stakeholders the: 

  • Building of an industrial corridor stretching from Assam to Mandalay;
  • Development of Guwahati as a twin city with all the modern facilities that can adorn the mantle of hub of all the economic and commercial ties from the Indian side with the ASEAN and BIMSTEC region;
  • Upgradation of Guwahati Airport into a global airport, and also enhance regional air connectivity trough the Udan scheme;
  • Utilization of Assam’s IT manpower to create an IT hub catering even to emerging economies like Myanmar;
  • Establishment of smooth access to the Chittagong port both through the land/ road route as well as the river route; and
  • Construction of the internal roads of the State and the NE Region connecting to the key border outlets like Moreh, Lekhapani, Dawki, Sutarkandi as 4 or 6 lane express highways to have seamless transportation and trade with our neighbouring countries;
  • Promotion of people-to-people contact, cultural and sports exchanges within this greater region; and
  • Opening of consulates of ASEAN countries in Guwahati.
